The National Literacy Act of 1991 amended the Adult Education Act, Public Law 100-297, and required that a program plan, based on state adopted indicators of program quality, be addressed in order for states to receive federal assistance funds. Through a collaborative effort between the Department of Education and a task force of practitioners, quality indicators were adopted to measure the quality of Florida's Adult Education programs.   View the Training Guide
